weird holes in lily pads

Does anyone know what caused these holes in the lilypad I live in the UK, Any help is appreciated.

Something chewed a hole in the leaf while it was still rolled up. Most likely a caterpillar. We have small white fuzzy ones here that do the same damage.

A very precise, chew at that!

I wonder if a snail could do that?
