Maybe we can make the USB into a Win 10 repair "disk".
Let me check.

We're really just trying to undo the last Windows update.

If I understand correctly, the process of events was:
-Windows did an automatic update that caused your computer to enter into constant reboot loop
-Could not enter safe mode
-When you tried to enter BIOS, you were unsuccessful
-If you boot up from the USB, you are unable to see the C drive

You say you were trying to create a restore point, does that mean you were able at one time you did get as far as the sign in screen?

I was doing a restore and it failed, the computer rebooted and died. Went into the reboot loop. Yes to all of the above.
-Windows did an automatic update that caused your computer to enter into constant reboot loop

it killed the hibernation mode, turn off the screen mode, sleep mode so was doing a restore to remove the update.

-Could not enter safe mode

once it went into the boot loop nothing worked.

-When you tried to enter BIOS, you were unsuccessful

yep just entered BIOS on the usb boot up disk

-If you boot up from the USB, you are unable to see the C drive

yes

If it's of any help, I keep 2 daily backups for each of my computers.
For my windows computers, I use Norton for a cloud backup and Acronis for a network backup on a separate hard drive here in our home.

Well Mitch, it is DEAD!

I did a back up on a sandisk, bought another one to back it up twice. Will be better about backup in the future.

I stopped by our local fix it computer store, they are good decent people. Told them all that I did, they attempted to get into the safe mode and agreed with me, it is dead. No choice but to do a restore, i.e. back to factory settings. Going to fire it up and hit good old f12 to get to the restore back to factory.

So glad I keep spare computers around! lol

Was hoping it would work. What prevents this from happening again when you try to update?
